Criteria to Keep in Mind:

• Start indicators with verbs
• Substantive difference between levels
• Mix of quantitative and qualitative measures
• Pay attention to state laws/regulations
• Succinct and clear language; avoid library jargon
• No acronyms (although do we want to use LMS and LMP with key?)
• Keep track of resources used
